The Ministry of Commerce and the Ministry of Science and Technology of China have proposed revisions to the catalog of technologies restricted or prohibited for export. The update targets 40 specific technologies across the artificial intelligence, biomedicine, and photovoltaic sectors.
The AI segment includes 23 technologies related to large models, intelligent agents, computing clusters, and information processing. Technologies already in the public domain via open source or academic publications are excluded from these new regulatory measures.
The biomedicine sector covers 5 technologies, including cell and gene therapy, small nucleic acid drugs, and pathogenic microorganisms. For licensing models that do not involve the transfer of ownership, the authorities intend to apply automatic licensing and other facilitation measures.
The photovoltaic category encompasses 12 technologies, such as polysilicon, wafer, and battery manufacturing. The scope of these regulations also extends to the critical and core equipment required for the production of these technologies.
Public consultation on the proposed changes, including technical indicators and control policies, is open from October 16 to November 15, 2026. Interested parties can submit feedback via mail to the Bureau of Security and Control at the Ministry of Commerce in Beijing.
