The Shanghai Cyberspace Administration and the Shanghai Data Bureau have released new measures to facilitate cross-border data flows. The initiative aims to support market platforms in providing services that simplify international data transfers for businesses.
The policy encourages the development of intelligent services for compliance assessment, risk identification, and cross-border mutual recognition of data products. Specialized platforms will be established to provide small and medium-sized enterprises with multi-country and scenario-based support for international operations.
Authorities will coordinate national security requirements with local facilitation policies. This includes streamlining procedures for security assessments, standard contract filings, and personal information certifications to ensure consistent implementation of data export regulations.
A cross-departmental mechanism will be created to improve information sharing and process efficiency. The government plans to implement a negative list system for data exports, which will be dynamically updated and expanded across various industry sectors to guide companies through compliance procedures.
