The Ministry of Industry and Information Technology, alongside eight other departments, has released a strategic plan targeting the mass adoption of autonomous vehicles by 2030. The roadmap mandates that highly automated systems must safely navigate expressways and urban roads, aiming to significantly outperform human drivers in safety metrics.

The initiative introduces strict efficiency targets, requiring passenger cars to consume an average of 3.3 liters of fuel per 100 kilometers, while battery electric models are set to a target of 11.5 kilowatt-hours per 100 kilometers. By 2030, new energy vehicles are expected to represent 70% of passenger car sales and 40% of commercial vehicle sales.

Beijing is actively consolidating the automotive sector to improve efficiency, as capacity utilization dropped to nearly 70% in the first quarter. The government is pushing for mergers and cross-province integration to reduce the number of market players, while aiming to place several Chinese automakers and parts suppliers among the global top 10 and top 100, respectively.

The plan also seeks to increase labor productivity by 15% compared to 2025 levels. Furthermore, China intends to strengthen its influence on international standards for automated driving systems by 2030, building on its role in drafting the first global technical regulations adopted in June.
