Rodionoff Group analyzed 321 job openings for civil service positions, including 228 federal and 93 regional roles. The study found that 42.1% of these vacancies require specific digital skills, primarily focusing on standard office software and information security protocols.
Microsoft Excel and Microsoft Word remain the most requested tools, appearing in 53 and 43 job descriptions respectively. Skills in electronic document management are required in 9% of cases, while 7.5% of positions demand data analysis capabilities.
The demand for artificial intelligence skills remains minimal. Only one vacancy explicitly requires knowledge of AI, while two others mention it within job responsibilities without setting specific skill requirements. These roles involve coordinating AI projects or developing usage scenarios.
The research covered vacancies listed on the Dream Job portal and 20 official government websites. Moscow and the Nizhny Novgorod region account for 149 of the analyzed positions. The findings are limited to the sample and do not represent the entire civil service market.
