Action State Group Inc. has introduced a suite of open-source tools designed to verify interactions between AI agents. The platform aims to address trust issues as automated systems increasingly handle transactions across corporate boundaries.
The offering includes EvidenceBook for maintaining tamper-evident transaction records, Terms Packs for evaluating agent behavior against specific rules, and Countersign, an independent verification service.
EvidenceBook utilizes Agent Action Capsules and cryptographic checkpoints to allow parties to compare records without a central authority. The software is available under the Apache 2.0 license.
Terms Packs provide evaluation criteria, with an initial version covering obligations under the European Union AI Act. The system is designed to support human review and auditing of automated decisions.
Action State plans to transition its specifications to neutral foundation governance. While the Countersign service is currently free, the company intends to charge for it once it gains adoption.
