The US Treasury’s Financial Crimes Enforcement Network (FinCEN) held a meeting with global financial institutions in mid-September 2026. The event is part of Operation Economic Outcast, a sanctions campaign initiated by Treasury Secretary Scott Bessent on August 24, 2026, to isolate Iran economically.
The operation targets five sectors: digital assets, technology, gold, aviation, and shipping under Executive Order 13902. As of September 8, 2026, the Office of Foreign Assets Control sanctioned 36 aviation-sector targets to disrupt procurement networks for military and aircraft infrastructure.
Early phases of the campaign resulted in 78 designations, including 24 individuals, 48 entities, and 6 vessels linked to Iranian activities. FinCEN also proposed restricting Banque Misr UAE’s access to US correspondent banking, citing approximately $1,8 billion in suspicious transactions processed between January 2024 and June 2026.
Operation Economic Outcast marks a shift by treating the entire digital asset sector as a potential sanctions evasion vector. Stablecoin issuers are under particular scrutiny, as they rely on US dollar denomination and banking relationships, risking the loss of correspondent access if found facilitating Iranian transactions.
