The United States is exploring the creation of a safety notification mechanism with China to address potential high-risk artificial intelligence incidents. This initiative, proposed by the Atlantic Council and the Center for a New American Security, aims to establish a dedicated communication channel to prevent AI-related events from escalating into geopolitical or military crises.

The proposed framework focuses on critical scenarios, including AI safety accidents involving weapons of mass destruction, such as nuclear, chemical, or biological armaments. Additionally, the mechanism covers large-scale AI-driven cyberattacks that could cause catastrophic damage to essential infrastructure.

Experts compare this concept to the Cold War-era red line telephone between the US and the Soviet Union, intended to prevent nuclear conflict. While both nations have previously engaged in preliminary discussions regarding AI safety standards, formalizing this cooperation at the government level is intended to mitigate risks stemming from technical miscalculations.
