Anthropic CEO Dario Amodei published a proposal on September 12 calling for a slower pace in AI development. He suggested three key measures: granting third-party access for safety oversight, coordinating safety standards among leading AI firms, and fostering international cooperation to manage risks.
Elon Musk of xAI and Sam Altman of OpenAI publicly supported Amodei's proposal. Altman noted that OpenAI has been discussing these topics recently and intends to adopt the suggested independent monitoring and third-party access practices.
The Chinese Ministry of Foreign Affairs responded to reports regarding US concerns over Chinese AI development. Spokesperson Guo Jiakun stated that spreading threat narratives and engaging in malicious competition hinders global AI governance and does not serve the interests of any party.
This follows a September 8 statement by US national security agencies accusing six Chinese AI firms of unauthorized model distillation. Foreign Ministry spokesperson Mao Ning previously rejected these claims, emphasizing that China's AI progress is a result of independent technological efforts.
China continues to advocate for international cooperation in AI governance. In July 2026, the World Artificial Intelligence Conference in Shanghai saw the release of the Artificial Intelligence Cooperation and Development Action Plan and the International AI Ethics Governance Action Plan.
