President Donald Trump met with major AI industry leaders on September 29 to sign the White House Accord on Super Intelligence. The agreement, also known as the Joint Commitment on Frontier Responsibilities, relies on voluntary compliance rather than legal enforcement.
Participating companies include Meta, xAI, Google, Nvidia, OpenAI, and Anthropic. The accord mandates four layers of internal controls: monitoring teams, management oversight, corporate governance frameworks, and external audits for advanced AI models.
Trump proposed the creation of a 10-member oversight committee, though its specific authority and composition remain undefined. Additionally, the president signed an executive order requiring federal agencies to use the term super intelligence for advanced AI.
The agreement lacks legal penalties for noncompliance, which has prompted criticism from Senator Elizabeth Warren regarding the effectiveness of self-regulation. The administration aims to maintain a competitive speed advantage over China by avoiding strict mandates.
