South Korean manufacturer Taihan Fiber Optics has acquired a controlling stake in Incab America, a fiber optic cable producer originally established by the Russian company Incab. The production facility is located in Arlington, Texas.
The acquisition enables Taihan Fiber Optics to participate in US government programs, including the $42 billion Broadband Equity Access and Development (BEAD) initiative and the Build America, Buy America Act (BABA), which mandates the use of domestically produced materials.
Incab previously separated its international assets in the US and Germany into a distinct structure in 2022. This entity incurred a debt of 1.6 ₽ billion to the Russian parent company, with Incab owner Alexander Smilgevich acting as a guarantor.
Following a debt assignment agreement in 2025, Smilgevich assumed the role of creditor to the foreign holding company and simultaneously became a debtor to Incab. He pledged 19% of his shares in the company as collateral.
The debt was scheduled for repayment by April 29, 2026. Incab had previously noted in its investment prospectus that there was no guarantee the obligation would be settled on time, as repayment depended on the sale of the foreign subsidiaries.
