The Russian public sector IT procurement market shows significant shifts in 2026, according to Effect Isource data. The number of AI solution vendors has more than doubled over the first three quarters of the year, while the count of antivirus software providers dropped by 18% year-on-year.

The decline in the antivirus segment is attributed to a transition toward comprehensive security systems. Market consolidation is intensifying, with contracts increasingly awarded to large, accredited developers such as Positive Technologies, Kaspersky, Doctor Web, and PRO32.

The market for endpoint protection reached 40 ₽ billion, growing by 14.9% year-on-year. This growth is driven by import substitution and new regulatory requirements for security certification, leading companies to adopt domestic EDR solutions that integrate AI to counter sophisticated threats.

The videoconferencing segment saw a 13% decline in the first nine months of 2026, a slowdown compared to the 34% drop recorded the previous year. Major players like TrueConf, MTS Link, Yandex Telemost, Kontur.Talk, and DION have solidified their presence in the public sector.

According to the Audit Chamber of the Russian Federation, TrueConf holds approximately 62% of the communication software market. Data from Video+Conference indicates that 88% of organizations now use Russian communication platforms, though only 43% have fully completed the transition to domestic systems.
