Starting December 1, 2026, the Russian Ministry of Industry and Trade will implement a new technology fee for electronics manufacturers and suppliers. The levy applies to various devices, including laptops, smartphones, and mobile phones, classified under specific customs codes.
The base rates have increased since the initial proposal in April 2026. For example, the fee for a laptop is now 746 ₽, compared to the previously planned 500 ₽. Smartphone fees rose to 373 ₽ from 250 ₽, while rates for other telephone devices range from 37 ₽ to 149 ₽.
The final fee is determined by a coefficient linked to the 'Chestny Znak' tracking system. If a product's trademark or model is not registered in the system, the base fee increases by 33%. For instance, the laptop fee can reach 992 ₽ if the data is missing.
Companies must notify the authorities before placing products on the market, with a three-day window for system calculation and ten working days for payment. Failure to pay will result in a denial of sales authorization and collection via tax code procedures.
Industry associations, including ARPE, previously requested a two-year delay for the levy, citing concerns that the costs would increase production expenses and ultimately be passed on to consumers. The law, passed in November 2025, targets finished electronics first, with components to follow.
