The Russian National Strategy for the Development of Artificial Intelligence, updated by Presidential Decree No. 124 on February 15, 2024, introduced the term 'trusted AI technologies'. This concept refers to technologies that meet safety standards and adhere to principles of objectivity, ethics, and non-discrimination.

Currently, there is a semantic discrepancy between the term 'trusted AI technologies' in the National Strategy and the definition of a 'trusted AI system' provided in GOST R 59276-2020, which has been in effect since March 1, 2021. The former focuses on compliance with standards, while the latter emphasizes functional reliability.

FSTEC Order No. 117, dated April 11, 2025, mentions the use of trusted AI technologies in state information systems. However, a new draft order from FSTEC (ID 01/02/08-26/00170500) proposes removing the term 'trusted' from these requirements and shifting the focus toward internal security standards for AI agents and service models.

The lack of specific federal regulations defining the safety standards and implementation mechanisms for these technologies renders the current definition in the National Strategy largely declarative.
