The Pentagon is currently negotiating a loan of approximately $5 billion to the AI cloud startup Fluidstack. This financing, to be provided via the Office of Strategic Capital, aims to bolster the domestic supply chain and manufacturing capacity for data center components rather than funding new AI facilities directly.

If finalized, this $5 billion loan would represent the largest investment made by the Office of Strategic Capital to date. The move signals a shift in U.S. industrial strategy, prioritizing the physical infrastructure—such as electrical equipment, cooling systems, and networking hardware—necessary to support the growing demand for artificial intelligence.

Fluidstack, founded in 2017 and based in New York, specializes in operating large-scale AI infrastructure, including GPU clusters. The company currently manages over 100,000 GPUs and has previously collaborated with organizations such as Anthropic, Nvidia, Meta, Mistral, and Character.AI.

Earlier this year, Fluidstack secured $830 million in a Series A funding round, which valued the startup at $7.5 billion. The potential government loan is significantly larger than this previous round, highlighting the strategic importance Washington places on securing the physical backbone of the AI industry.
