Pakistan is developing a national messaging application built on the Internet Computer (ICP) blockchain. The project, announced by DFINITY founder Dominic Williams on October 28, 2026, aims to serve a user base of over 100 million people. The platform will support instant messaging, as well as audio and video calling features.

The application operates on a dedicated network segment known as the Pakistan Cloud Engine. This infrastructure was specifically designed to comply with national data localization regulations. The development process began in February 2026, following the signing of a memorandum of understanding between the DFINITY Foundation and the Pakistani Digital Authority.

By late summer 2026, the project had reached a near-complete state regarding its core functionality. The OpenChat team has contributed to the development within the ICP ecosystem. The government intends to utilize this tool to enhance its digital governance framework and maintain local control over sensitive communication data.

For the ICP network, this deployment represents a transition toward large-scale public service use cases. Analysts are now monitoring the platform's performance under high user loads, particularly for real-time communication features. The project also highlights a shift in focus from speculative blockchain applications to state-level infrastructure.
