OpenAI announced the Daybreak for Frontline Defenders initiative on September 3, 2026. The company committed $1 billion to assist critical infrastructure sectors, including water systems, electricity providers, and local governments, in defending against AI-powered cyberattacks.

The program follows a series of cyberattacks on US utilities in July 2026. OpenAI president Greg Brockman introduced the initiative at a summit attended by 300 security leaders. The project involves representatives from 40 states and the District of Columbia, who collectively serve over half of the US population.

Participants receive a six-month period to integrate frontier AI tools into their existing security workflows. The technology will be used for threat analysis, code review, and system hardening. OpenAI is partnering with more than 35 cybersecurity and technology firms to implement these solutions.

This $1 billion investment marks a significant increase from the company's prior efforts, which included providing up to $1 million in no-cost credits to utilities affected by recent cyber incidents. The strategy focuses on layering AI models over current security infrastructure.
