The 282-FZ law establishes a regulatory framework for digital assets in Russia, classifying them as property. It mandates that crypto transactions be conducted through authorized intermediaries, such as brokers or exchanges, which must be included in a registry maintained by the Central Bank of Russia. A transition period is in effect until July 1, 2027.

Under the new rules, individuals must pass a test and review risk disclosures to trade through regulated entities. While the law does not set a hard limit, the Central Bank has indicated a potential annual purchase cap of 300,000 ₽ for non-qualified investors. The use of cryptocurrency for domestic payments remains prohibited, with exceptions for foreign trade and mining rewards.

The SkyCapital ecosystem provides infrastructure for crypto operations, including an exchange and the SkyPay payment service. The platform currently serves over 50,000 users and supports 25 exchange services. It utilizes the Faster Payments System (SBP) for fiat transactions, ensuring that bank records are linked to exchange requests for tax compliance.

SkyCapital also offers a white-label solution for businesses to launch their own exchange platforms. The deployment process takes 7–14 days and costs $4,000, with a monthly maintenance fee of $600. This is positioned as a cost-effective alternative to building proprietary infrastructure, which the company estimates at over 10 ₽ million.

The platform employs BitOK for AML monitoring and requires KYC verification for users. SkyPay allows users to connect non-custodial wallets, such as Phantom or Ledger, for payments. The service performs currency conversion outside of Russia, enabling users to make payments via the Mir card or SBP QR codes without holding crypto assets domestically.
