Microsoft has introduced a new system manifest mechanism for Windows 11 Arm devices, aimed at reducing the time required for the initial out-of-box experience (OOBE). This update, announced on September 28, allows hardware manufacturers to customize the setup process for their specific devices.
Previously, the OOBE phase relied on a standard Microsoft manifest, which often triggered additional downloads, firmware updates, and system reboots. This process significantly extended the waiting time for users before they could access the desktop environment.
Under the new policy, manufacturers can request a device-specific system manifest. Updates are only triggered during the initial setup if the device firmware is below the designated baseline version. Other non-critical updates are deferred until after the user reaches the desktop.
To utilize this feature, devices must run Windows 11 24H2 or a later version. Microsoft has not specified a list of supported brands or processors, noting that the primary requirement is for the manufacturer to apply for and receive approval for a custom system manifest.
