The International Criminal Court (ICC) has announced a complete transition away from US-based IT services. For 2027, the organization has allocated over €1 million to ensure the continuity of its information systems and to migrate to infrastructure outside American jurisdiction.

The court plans to spend an additional €140,000 on consulting services to support this migration. These expenses will be covered through budget reallocation and cost-saving measures. If necessary, the ICC has received authorization to utilize its €10 million reserve fund.

The shift follows a series of sanctions imposed by the US administration. In November 2025, the ICC began replacing Microsoft Office with openDesk, an open-source software suite supported by the German Ministry of the Interior, after the chief prosecutor lost access to his email account.

These measures were prompted by US sanctions introduced in February 2025, which included the freezing of bank accounts and travel restrictions for court staff. The US government has also recently expressed intentions to dismantle the ICC and urged NATO allies to withdraw their support.
