The French Ministry of Ecological Transition has initiated a public consultation regarding the environmental scoring system for electric vehicle subsidies. This process, which remains open until 7 October, aims to refine how vehicles qualify for financial support based on CO2 emissions generated during production and transport.
Currently, eligibility is determined by an environmental score that effectively favors vehicles produced with lower carbon intensity. The government now proposes adding a third vehicle category specifically for larger models. These vehicles would require at least seven seats, a boot capacity of 410 litres, and an electric range of 550 km.
Under the draft proposal, the maximum CO2-equivalent threshold for the new seven-seater category would be set at 21,000 kg. Simultaneously, the limit for the existing five-seater category would be tightened from the current 21,000 kg to 19,300 kg. This adjustment could disqualify certain models that are currently eligible for subsidies.
The existing subsidy system, known as the CEE, is funded by energy suppliers rather than the state. While the structure of the evaluation criteria is under review, the core requirement linking funding to the environmental impact of manufacturing and logistics remains in place. Final decisions will follow the conclusion of the consultation period.
