Russian state-owned companies have significantly increased their spending on landline telephone equipment. According to RTS-Tender data, expenditures for the period from January to August 2026 reached approximately 118 ₽ million, which is more than triple the amount spent during the same period in 2025.

Data from Kontur.Zakupki indicates that the number of procurement tenders grew by 12.5% year-on-year, totaling 3,595 procedures. State-affiliated entities accounted for the vast majority of this spending, purchasing landline equipment worth about 116 ₽ million, a fourfold increase compared to the previous year.

Experts attribute this trend to the need for reliable communication channels amid intermittent mobile network and internet restrictions. Landline systems are increasingly viewed as a predictable alternative, particularly for critical information infrastructure where centralized management, call recording, and system integration are required.

The shift does not necessarily imply a return to analog technology, as modern devices often operate within corporate IP networks. Rostelecom has also observed a rise in demand for fixed-line services among private customers, with CEO Mikhail Oseevsky noting their role as a backup communication method.
