The Chinese Ministry of Commerce and the Ministry of Science and Technology have proposed revisions to the catalog of technologies restricted for export. The update includes 23 specific technologies related to AI, such as large models, intelligent agents, computing clusters, and information processing.
Following the policy announcement, AI companies DeepSeek and MiniMax have successfully completed the required registration procedures. Both firms have finalized their open-source initiatives and secured authorizations for overseas usage of their technologies.
The government clarified that technologies already in the public domain via open-source or academic publications are exempt from these management regulations. Furthermore, the authorities aim to facilitate international cooperation by offering streamlined, expedited licensing for AI technology exports.
Officials noted that while localized overseas deployment of restricted AI technologies falls under export management, other forms of international expansion do not. Specifically, providing API access, SaaS applications, web interactions, or lightweight local deployments does not constitute a restricted technology export.
