Coinbase has launched a new feature allowing eligible U.S. retail customers to request shares in IPOs at the offer price before public trading begins. The process starts with the Oura IPO this week. Users can submit a Conditional Offer to Buy through the Coinbase app once the price range is public.

The platform uses an allocation algorithm that favors long-term investors. Selling IPO shares within 30 days of purchase may result in a 60-day ban from future IPO participation. Repeat sellers will receive smaller and less frequent allocations compared to those who hold their shares for longer periods.

In a separate development, Coinbase partnered with the payments platform Moov to provide stablecoin infrastructure to community banks and credit unions. This integration aims to enable acceptance, settlement, and real-time funding within existing banking systems.

Coinbase CEO Brian Armstrong stated that the company is collaborating with banks and FinTech firms to increase stablecoin payment activity. Armstrong projects that the current $300 billion stablecoin market will grow tenfold by the end of the decade, positioning it as a major revenue driver.
