Circle CEO Jeremy Allaire stated that his company is prioritizing non-speculative digital dollars over Bitcoin price performance. He emphasized that stablecoins are designed for utility in payments, lending, and investment rather than speculative trading. The company also recently launched the Arc blockchain in September to support these activities.

The Office of the Comptroller of the Currency is finalizing regulations under the 2025 GENIUS Act. These rules mandate that stablecoin issuers maintain reserves equal to outstanding tokens and ensure redemption at par within two business days. The proposal also prohibits issuers from paying interest to holders.

Allaire noted that AI agents will increasingly conduct economic transactions, driving demand for digital infrastructure. While the sector faces new competition from 21 financial institutions planning a joint stablecoin issuer, Allaire believes the bipartisan support for the GENIUS Act secures the industry's regulatory future.
