The State Administration for Market Regulation has updated the CCC certification rules for electric bicycles, toys, and children's vehicles. These new regulations will come into effect on November 1.

For electric bicycles, the new policy mandates a one-vehicle, one-battery, one-charger, and one-code system. Manufacturers must include all necessary components at the factory and provide a certificate of conformity that matches vehicle registration requirements.

The regulations require manufacturers to retain whole-vehicle samples for at least 12 months after the certificate expires. Authorities are conducting comprehensive inspections, which include on-site sampling and market checks to ensure compliance.

Regulators have already identified issues such as unauthorized replacement of key components, lax production control, and the presence of features allowing speed limit tampering. Certification bodies have responded by suspending or revoking certificates for non-compliant manufacturers.

New rules for toys specify that only products with complete functional capabilities will be certified. Manufacturers must include clear age-appropriateness labels, safety warnings, and information regarding potential hazards on packaging and instruction manuals.
