The Chinese government has proposed new regulations to restrict or ban the export of 40 specific technologies. The initiative, led by the Ministry of Commerce and the Ministry of Science and Technology, covers sectors including artificial intelligence, semiconductors, biomedicine, and solar energy.

Under the proposal, 14 technologies face a potential export ban, while 26 others would be subject to strict limitations. The scope includes AI models with 2 trillion parameters or more, advanced computing clusters, and specific chip design technologies. Technologies involving the generation of malicious code or sensitive state data are also targeted.

The authorities clarified that accessing Chinese AI models via APIs, SaaS, or public applications does not constitute an export of the underlying technology. Furthermore, solutions already available in open-source repositories or academic research are expected to remain exempt from these controls.

The draft is currently open for public comment until November 15, 2026. Until the updated catalog officially takes effect, exporters are required to register the transfer of any technologies that fall under these temporary measures to ensure national security compliance.
