The Ministry of Industry and Information Technology is currently conducting the second round of pilot approvals for Level 3 autonomous driving products. This follows the initial conditional permits granted to Changan and BAIC in December 2025.
Guo Shougang, head of the Equipment Industry Department, noted that the global automotive industry is transitioning from large-scale driver assistance to the commercialization of autonomous driving. The sector is moving from basic functionality to more advanced, user-friendly systems.
The ministry plans to enhance vehicle monitoring and safety protocols to support the deployment of intelligent connected vehicles. Officials emphasize that these vehicles are evolving into mobile energy storage units and digital spaces, transcending traditional automotive roles.
China has set a strategic goal for 2030 to strengthen its position in the intelligent connected new energy vehicle industry. The target includes achieving a 70% market share for new energy passenger vehicles and 40% for commercial vehicles, alongside widespread adoption of autonomous driving features.
