Blockworks has submitted a formal comment letter to the SEC regarding the proposed Regulation Crypto Assets. The firm suggests that the regulator should integrate onchain filings and third-party disclosure agents into the new framework for token offerings.
The core proposal introduces a Qualified Onchain Disclosure Agent, a licensed service that would handle mandatory disclosures for token projects. Blockworks recommends that these disclosures include details on market-maker agreements, liquidity arrangements, token loans, and payments to promoters.
This initiative aligns with the Token Transparency Framework (TTF), an open-source standard launched by Blockworks on June 18, 2025. By late 2026, the framework recorded between 84 and 160 disclosures, supported by the Transparency Alliance, which includes Coinbase and Kraken.
The SEC's proposed Regulation Crypto Assets, announced on August 18, 2026, includes a startup exemption allowing projects to raise up to $5 million over four years, and a two-tier exemption permitting up to $75 million within 12 months.
