Blockworks has submitted a comment letter to the SEC proposing the formal recognition of a new role called the Qualified Onchain Disclosure Agent (QODA). The company suggests integrating this role into the proposed Regulation Crypto Assets exemption framework to automate the reporting of onchain data.

The proposal envisions QODAs as independent, SEC-standardized entities responsible for automating token disclosures and maintaining public, versioned archives of reported information. Blockworks aims to replace manual reporting processes with automated data feeds to improve efficiency and reduce compliance costs for token projects.

The firm also recommends that the SEC incorporate specific requirements from its existing Token Transparency Framework (TTF) into federal regulations, focusing on token loans and market-maker agreements. The TTF, which launched in June 2025, has processed 213 filings to date.

Industry efforts toward transparency include the formation of the Transparency Alliance in May 2026, which includes participants such as Coinbase, Binance.US, and Kraken. The SEC will now evaluate the QODA concept as part of its broader review of the Regulation Crypto Assets framework.
