The Bank of England has launched a formal consultation regarding the use of tokenized assets as collateral for central counterparties (CCPs). The proposed guidance aims to clarify how these institutions can incorporate digital versions of eligible collateral while adhering to existing clearing standards.
Under the draft supervisory statement, CCPs must demonstrate that any tokenized collateral remains fully capable of being valued, transferred, and realized, even during periods of market stress. The regulator notes that faster asset movement across jurisdictions could assist firms in meeting margin calls more efficiently.
The central bank emphasizes that these proposals do not introduce new regulatory obligations but rather clarify the application process for assets already accepted or those qualifying under the UK CCP Rulebook. The consultation period is scheduled to remain open until February 12, 2027.
Sarah Breeden, Deputy Governor for Financial Stability, stated that this initiative supports the secondary objective of fostering innovation in financial market infrastructure while preserving stability. The Bank of England expects to release its final policy response and rules later this quarter.
