Artificial Analysis has been appointed as the official global evaluation partner for South Korea’s Sovereign AI Foundation Model project, also known as Dokpamo. This government-backed initiative, launched in 2025 by the Ministry of Science and ICT and the National IT Industry Promotion Agency, aims to develop domestic AI models independent of foreign licensing.
The Intelligence Index developed by Artificial Analysis now constitutes 25% of the total scoring criteria for the project's second phase. This integration is intended to provide independent, standardized oversight for the national initiative, which provides participating teams with funding, proprietary datasets, and access to approximately 1,000 NVIDIA B200 GPUs for six months.
Results from the second phase, announced on August 27, 2026, placed SK Telecom in the lead with 70.6 points. Upstage followed with 69.9 points, LG AI Research secured 69 points, and Motif Technologies finished with 65.8 points. Notably, Motif Technologies achieved the highest score within the specific Artificial Analysis evaluation segment, earning 11.9 points.
The project initially began with five teams, narrowing down to four for the second phase. The government's strategy focuses on maintaining full control over pre-trained AI models to avoid potential restrictions related to foreign export controls or strategic priorities. The current leaderboard shows a narrow margin between the top three participants.
