Roskomnadzor has officially added Apple and Microsoft to the registry of information dissemination organizers (ORI). The entry, dated October 2, requires both companies to comply with Russian data storage laws.
Under these regulations, companies must store metadata regarding user communications for one year and retain the content of messages, including audio and video calls, for six months. This data must be provided to security agencies upon request.
Apple previously refused to register, arguing that its website does not function as a communication service. In June 2026, the company was fined 500 000 ₽ for failing to fulfill its obligations as an ORI.
Failure to comply with these requirements can result in administrative fines or the blocking of services within Russia. While FaceTime is already blocked, other services like iMessage remain subject to these rules.
