Agora Atlas Corp. has secured preliminary conditional approval from the Office of the Comptroller of the Currency (OCC) to launch Agora National Trust Bank. The regulator issued Corporate Decision No. 1393 on September 18, 2026, authorizing the firm to operate as a federally chartered institution based in New York.

The scope of the bank's activities is limited to issuing dollar-backed stablecoins, managing reserves, providing digital asset custody, and handling transaction management for custody clients. The institution will not offer lending services or accept insured deposits.

The company, which incorporated in Delaware in October 2023, submitted its application in April 2026 after roughly two years of stablecoin issuance. The OCC processed the request in approximately five months, which is considered a rapid timeline for such federal charter applications.

The approval remains conditional, requiring Agora to meet specific pre-opening standards before commencing operations. These typically include meeting minimum capital requirements, establishing governance documentation, and demonstrating full operational readiness.
