Former economic advisers Robert Wolf and Stephen Moore have proposed a bipartisan framework for regulating AI data center construction in the United States. The document, titled 'Beyond the Wild West and Moratorium: A Bipartisan Framework for Smart and Responsible Data Center Investment,' was published by Unleash Prosperity Now around October 22-23, 2026.
The proposal outlines five key areas: protecting ratepayers by shifting infrastructure costs to developers, ensuring grid reliability through planning transparency, conducting environmental assessments, requiring community engagement, and maintaining local control over site selection. The framework aims to balance AI industry growth with community interests.
The initiative arrives amid significant legislative activity, with over 300 state-level bills concerning data centers introduced in 2026. It also aligns with the American Affordability and Jobs Act, a bipartisan bill announced on September 30, 2026, which similarly seeks to reallocate grid upgrade costs from residential consumers to large-scale data center operators.
