On October 13, 2026, Michigan Senate candidate Abdul El-Sayed introduced the AI Under Control policy plan. The proposal calls for a moratorium on the construction of data centers and the development of advanced AI models until federal regulations are established.
The plan includes the creation of a new federal safety agency with Cabinet-level status. This body would have the authority to inspect AI systems, prevent their release, and terminate models deemed dangerous. Additionally, the proposal seeks to ban recursive self-improvement in AI systems.
El-Sayed also supports the AI Kill Switch Act, designated as H.R. 9917. This legislation would grant the Department of Homeland Security the power to intervene and pause AI operations during critical situations.
The candidate previously released the AI Under Democracy platform in June 2026, which focused on public benefit charters for laboratories. On September 9, 2026, he first called for a development pause, citing existential risk warnings from Anthropic researchers.
Data center development is a key focus of the campaign. A September 2026 poll indicated that 66% of Michigan voters oppose the construction of AI data centers. El-Sayed is running against Republican nominee Mike Rogers.
