Maxine Waters, the ranking Democrat on the House Financial Services Committee, is actively opposing new crypto legislation. She argues that current regulatory efforts lack necessary conflict-of-interest protections, particularly while the president holds significant digital asset holdings.

The opposition stems from reports that the Trump family's crypto ventures have increased their net worth by approximately $1.2 billion, including a $2 billion investment linked to a stablecoin. Waters claims that passing industry-friendly bills now would legitimize potential self-dealing.

Waters has systematically challenged several key bills. The Senate rejected the CLARITY Act on September 15–16 with a 49–50 vote. Additionally, her proposed amendments to the American Reserve Modernization Act were defeated in committee by a 21–28 vote.

Beyond blocking legislation, Waters introduced the STOP TRUMP and CRYPTO Act to ban high-level federal officials from crypto business activities. On June 25, she also sent an 11-page letter to the Department of Labor, opposing the inclusion of digital assets in 401(k) plans.
