The government of the Vologda Region has migrated its citizen inquiry management system to the Directum RX platform. The project involved over 800 employees from the regional government, the governor's administration, and executive bodies. According to Directum, the transition reduced document processing time by 80% and doubled the speed of inter-departmental file exchanges.
The implementation was managed by Starkov Group, a general partner of Directum, under the supervision of Anastasia Ilyina, the Minister of Digital Development of the Vologda Region. The project team utilized standard platform features to simplify future updates and development, opting to adjust internal processes rather than customizing the software.
The new system automatically integrates data from the Feedback Platform, the online reception, and the inter-departmental electronic document management system. It supports automated template generation for resolutions and correspondence, as well as batch electronic signing. Historical data remains accessible via a separate directory for cross-referencing.
This deployment marks the completion of a five-year program to transition regional authorities to the Russian platform. Previous stages included migrating subordinate institutions and the general electronic document management system. The regional government now plans to extend the system to municipal entities and introduce tablet-based access for officials.
