Vanguard International Semiconductor (VIS) is evaluating the construction of a second wafer fabrication plant in Singapore. This follows the successful booking of the entire initial capacity of its first facility, which opened in Tampines on September 28, 2026.
The first plant, operated by the VisionPower Semiconductor Manufacturing Company (VSMC) joint venture with NXP Semiconductors, reached full capacity bookings a year ahead of schedule. Full utilization of the 44,000 wafers-per-month facility is now anticipated by 2028.
The initial project investment totaled approximately $6,7 billion, which was $1,1 billion less than the original estimate of $7,8 billion. The cost reduction followed a strategic shift to include silicon interposer production using 30–40nm technology.
The facility produces specialty chips ranging from 130nm to 40nm, serving sectors from industrial equipment to automotive braking systems. TSMC holds a 27% stake in VIS, and the project has created approximately 1,600 jobs to date.
Chairman Leuh Fang first indicated potential expansion plans in May 2026 due to higher-than-expected demand. Volume production at the first site is scheduled for Q1 2027, which will serve as a benchmark for future expansion timelines.
