The United Nations Security Council will host an open meeting on artificial intelligence and international security between September 21 and 27, 2026. OpenAI CEO Sam Altman is scheduled to brief council members on global safety measures, the potential benefits of AI, and the importance of international standards.
This session follows previous discussions on AI held by the Security Council in July 2023 and December 2024. The upcoming meeting occurs as global approaches to AI regulation remain fragmented, with the United States favoring bilateral frameworks while the European Union and China pursue independent regulatory paths.
In February 2026, a proposal to establish a 40-member Independent International Scientific Panel on AI was approved by a vote of 117-2. The United States voted against the initiative, citing concerns that centralized governance could be vulnerable to authoritarian influence.
UN Secretary-General António Guterres continues to advocate for a unified global approach to AI governance. He links the necessity of such coordination to the risks posed by unregulated technologies, including autonomous weapons systems and disinformation campaigns.
