President Donald Trump and leaders of major AI companies signed the Joint Commitment on Frontier Responsibilities on September 29, 2026. This voluntary pact establishes a framework for independent auditing of AI systems, prioritizing industry self-regulation over federal legislation.
The oversight structure includes internal controls, dedicated internal teams, independent external auditors, and board committees. The agreement focuses on mitigating risks in cybersecurity and biosecurity, requiring companies to identify dangerous capabilities before deploying new models.
Participants included representatives from Anthropic, OpenAI, Google, Meta, xAI, and Nvidia. The inclusion of Nvidia indicates that the hardware supply chain is now integrated into AI safety discussions. Signatories also agreed to hold regular meetings to establish industry-wide standards.
Trump characterized the agreement as morally binding, avoiding immediate legal liability for the companies. Additionally, the president signed an executive order requiring federal documentation to replace the term artificial intelligence with super intelligence.
