U.S. Treasury Secretary Scott Bessent stated that American leadership in digital assets is essential for maintaining the global dominance of the dollar. Speaking at the Ripple Swell conference, he emphasized that the nation is transitioning from a military-based reserve currency model to one supported by a technological infrastructure, positioning digital assets alongside AI and semiconductors as key areas of competition with China.

Bessent highlighted the role of stablecoins in expanding dollar access in regions with volatile currencies. He noted that stablecoins, which are over 90% dollar-denominated, could drive significant demand for U.S. Treasury debt. Previously, he projected that these assets could generate $2 trillion in short-term demand for government securities, depending on supply growth and reserve regulations.

Legislative efforts remain stalled, as the CLARITY Act failed a Senate procedural vote on September 15 with a 49 to 50 result. Despite this, the Treasury plans to collaborate with the SEC and the CFTC to address regulatory gaps through existing authority. Bessent also mentioned potential measures to prevent the debanking of crypto firms by establishing new regulatory guardrails.

While the broader market-structure legislation is delayed, the Comptroller of the Currency has finalized rules for payment stablecoin issuers under the GENIUS Act. These requirements are scheduled to take effect on January 18, 2027. Analysts at TD Cowen suggest that upcoming midterm elections may further complicate the legislative path for the CLARITY Act.
