Anthropic CEO Dario Amodei published a 4,000-word essay proposing a deceleration of AI development to implement safety guardrails. The plan includes international collaboration between companies and governments. OpenAI CEO Sam Altman and xAI CEO Elon Musk have expressed support for this proposal.

Meta CEO Mark Zuckerberg stated that Meta delayed the release of its Muse AI model for several months to prioritize safety. Zuckerberg argued that market incentives and internal company standards are sufficient for security, suggesting that government oversight is not required.

OpenAI, Anthropic, and other major AI firms are reportedly working to establish a private self-regulatory body for AI standards. This initiative follows a lack of federal action from the White House, where AI czar David Sacks has advocated for industry-led regulation.

Critics, including Cohere CEO Aidan Gomez and Chinese government officials, have raised concerns regarding regulatory capture. They argue that large AI labs may use voluntary standards to disadvantage smaller competitors and maintain market dominance.

Amodei’s essay explicitly suggests that his proposed measures could slow China’s AI progress, potentially widening the American lead over the next 3–5 years. This has drawn criticism from China’s Ministry of Foreign Affairs, which labeled the rhetoric as fear-mongering.
