The Russian Ministry of Industry and Trade has imposed a penalty of 175.7 ₽ million on the Scientific and Production Complex Technological Center. The fine relates to delays in the Цифра-И2 research and development project, which aimed to create radiation-hardened microchips for space applications.

The original contract, signed in December 2016, was valued at 215.6 ₽ million. The fourth stage of the project was scheduled for completion by June 30, 2019, but the work was not finalized until September 21, 2020. This resulted in a delay of 449 days.

Including a previous penalty of 6.1 ₽ million issued in September 2019, the total amount of fines for this contract has reached 181.8 ₽ million, representing 84% of the contract value. The project focused on developing logic microchips and PWM controllers for satellite systems.

The Technological Center, based in Zelenograd, previously faced a separate fine of 123.5 ₽ million for failing to meet production deadlines for other microchip series intended to replace Analog Devices components. The organization was established in 1988.
