The US Senate voted 49-50 on September 15 to block the Digital Asset Market Clarity Act, failing to reach the 60 votes required to proceed. The bill, H.R. 3633, aimed to divide regulatory authority over digital assets between the SEC and the CFTC.

The House of Representatives previously passed the bill in July 2025 with a 294-134 vote. In May 2026, the Senate Banking Committee approved it with a 15-9 vote. Despite incorporating 126 changes requested by Democrats, the bill failed to secure any Democratic support.

Market reaction was immediate, with Bitcoin falling nearly 3% toward $76 000. Ether dropped approximately 5%, while XRP saw a 10% decline. Prediction market odds for the bill's passage fell from 82% to about 7% following the vote.

The legislative impasse stemmed from disagreements over conflict-of-interest rules for government officials. Discussions were influenced by reports regarding $1,4 billion in crypto profits realized by President Trump in 2025. No further major legislation is expected before the November midterms.
