According to RTS-tender, the volume of state procurement for GLONASS navigation systems has nearly doubled over the past five years. In 2025, the total value of contracts reached 1.3 ₽ billion, compared to approximately 750 ₽ million in 2021.
Procurement trends are cyclical, driven by large-scale fleet updates and legislative changes. Annual spending fluctuated significantly: 440 ₽ million in 2022, 560 ₽ million in 2023, and a peak of about 1.7 ₽ billion in 2024.
Moscow remains the primary driver of demand, accounting for approximately 63% of total procurement by value in 2025 and the first half of 2026. Major state-owned companies are also key contributors, increasing their spending under the 223-FZ law by 3.5 times, from 350 ₽ million in 2021 to 1.23 ₽ billion in 2025.
In the first half of 2026, заказчики conducted about 140 tenders totaling 172 ₽ million. Despite this, experts anticipate that total procurement volume for 2026–2027 could exceed previous peaks, potentially approaching 2 ₽ billion.
