The project for the automotive electronics design center, commissioned by NAMI, has stalled. The Moscow Arbitration Court ordered the former contractor, RKService, to return over 865 ₽ million to the state following the failure to meet construction deadlines.

The initiative began in autumn 2022 with two government contracts totaling approximately 1.46 ₽ billion. The primary contract, valued at 1.25 ₽ billion, covered the design center construction, while the second, worth 206.5 ₽ million, focused on infrastructure including test platforms and roads.

Work was scheduled for completion by December 2023, but the project faced significant delays, with some stages lagging by over a year. By November 2024, the Ministry of Industry and Trade terminated both contracts unilaterally, citing the lack of progress.

The court ruling mandates the repayment of 540.6 ₽ million in unspent advances, alongside 239.2 ₽ million in penalties and 20 ₽ million in fines for the primary contract. An additional 30.4 ₽ million in unjust enrichment and 34.7 ₽ million in penalties were assessed for the second contract.

The design center was intended to feature a dynamic testing platform, electric vehicle charging stations, and various road infrastructure at a test site in the Moscow region. Currently, no new contracts have been signed, leaving the project's future status and completion timeline uncertain.
