Starting December 1, 2026, Russia will implement a new mandatory technology fee for electronics manufacturers and importers. The initiative, regulated by Article 10.2 of the Industrial Policy Law, will initially apply to smartphones and laptops. The Ministry of Industry and Trade has proposed base rates of 373 ₽ per smartphone and 746 ₽ per laptop.
The federal budget expects to collect 1.06 ₽ billion in 2026, followed by 11.7 ₽ billion in 2027, and 12.4 ₽ billion annually in 2028 and 2029. These funds are earmarked for state programs supporting the electronics industry, including the United Microelectronics Company, which is a subsidiary of Sberbank.
The current revenue projections are significantly lower than earlier estimates from the Ministry of Finance, which had anticipated annual collections of approximately 88 ₽ billion to 110 ₽ billion. The discrepancy arose after the Ministry of Industry and Trade excluded electronic components, printed circuit boards, and manufacturing equipment from the scope of the fee.
Industry experts note that the projected annual revenue of 11 ₽-12 billion represents a modest addition to the state program for radio-electronic industry development, which has a 2027 budget of 140.4 ₽ billion. These funds could support the launch of three to four chip packaging and testing facilities or cover 30-40 research and development projects per year.
