The Russian Ministry of Industry and Trade has proposed increasing the localization requirements for electricity meters. The current threshold of 113 points is set to rise to 120 points by September 1, 2027, and to 140 points by September 1, 2028.

The draft regulation introduces new scoring criteria. Manufacturers can earn 15 points for domestic PWM controllers and up to 19 points for first-level analog-to-digital converters. Wireless communication modules, including LTE and 5G standards, are now valued at 27 points.

Central microcontrollers of the first level will be worth 41 points, while second-level units will receive 28 points. The ministry aims to incentivize the use of domestic integrated circuits and improve the localization of smart metering devices.

Industry representatives have expressed concerns regarding the proposal. Experts from Milandr and Energomera warn that many manufacturers may lose access to the ministry's registry, as domestic microelectronics supply might not meet the new demand.

The ministry has requested to shorten the public discussion period for the draft from 30 to 15 days to accelerate the approval process. The document was published on the official portal for legal information on September 14.
