The Russian Ministry of Industry and Trade has initiated a new inspection process to verify the localization levels of electronics already listed in the national registry. This measure aims to prevent manufacturers from replacing domestic components with cheaper foreign alternatives after obtaining official status to secure government procurement preferences.

Inspections are currently underway, involving representatives from federal executive bodies. Future audits will also include the participation of Rosstandart. Companies found violating localization requirements face removal from the registry for several years. Additionally, the Ministry of Industry and Trade has warned that cases of abuse may be prosecuted under Article 159 of the Criminal Code regarding fraud.

The government is also placing greater responsibility on customers, who are now required to verify the composition of supplied equipment by engaging specialists from the Russian Union of Industrialists and Entrepreneurs and relevant ministries. These efforts are supported by mandatory labeling for smartphones, laptops, sockets, circuit boards, and relays, which has been in effect since May 1, 2026.

Furthermore, the Ministry of Industry and Trade has approved a list of critical industrial products for the electronics sector in September 2026. This move ties subsidies to specific product types and mandates the use of domestic solutions, effectively closing loopholes that previously allowed companies to pass off foreign components as Russian-made developments.
