The Russian Ministry of Industry and Trade plans to allocate 4.68 ₽ billion between 2026 and 2028 for the development and serial production of materials for the microelectronics industry. The funding includes both R&D expenditures and subsidies distributed across the three-year period.

The ministry expects the initiative to generate a budgetary impact of 5.29 ₽ billion by 2028. The program aims to develop 98 new materials for the electronics sector by that time. Additionally, the project is expected to create 160 new jobs within the electronic engineering industry.

Starting in 2026, the government plans to launch serial production of 18 specific materials, including silicon wafers, photomasks, and semiconductor structures. Another 23 materials are currently under development. The broader electronic engineering program targets 70% import substitution by 2030.

The initiative is part of a larger state program for electronic engineering, which has a total budget exceeding 240 ₽ billion. Plans also include the establishment of an association of manufacturers and a comprehensive catalog of domestic materials for the industry.
